SMTA engine surging

I have a 1954 SMTA, and the engine likes to run away on you. If you watch the curved governor arm, it just moves all over he place when not under load, but when you pull 4-14's in 3rd, it pulls like a champ. Can you overhaul the governor without taking too much apart on the motor? My IH dealer says the bushings are not avalible anymore. Is a 4 weight M&W governor better?

The side plate comes right off the governer.

If you want to remove the governer all bolts are readily visible except for the bottom mounting bolt right under the governer.

Get a manual and follow it for adjusting upon reassembly.

I'm sure all parts are available aftermarket regardless of what your IH dealer says about factory parts.
