Can anyone tell me if this mower should have a shield over the belt pulley?

TDK is correct, there was no guard over the pulley itself but should be a shield over the the drive shaft. It was usually a two piece telescopic arrangement on this type of mower. Sid.

I doubt that it had a shield over the pulley. But most likely did have one on the pto shaft that fastened to the shield on the tractor.

Thanks Jay. I have a guard for the PTO shaft. I took the picture while I was fixing all the loose and broken parts. $50 in parts and It cuts just like it was new.
