Farmall BN rough running

My BN will run smooth then start to chug and sput for a bit then take off again. Noticed it is getting harder to start. Fuel is new and clean.Carb is a new Zenith. If the throttle is snapped wide open response is quick and good. Now chugs all the time and has no power even on flat. Pulled plug wires one at a time and no change in running. Checked points set at 013 and didn't look burned. Any ideas? Condensor or coil maybe? Thanks.

Is the choke butterfly in the carb closed causing rich running?
Try shutting off the fuel at the tank; your new carb may be flooding and causing the problem.
Is the exhaust smoke black?
Disconnect the air cleaner; maybe the problem is blockage.

Thanks Wayne. I will look at the choke and carb. Exhaust doesn't seem to be black and plugs looked clean too.
