Super A - Low Power Problem

Just got my new Super A running again (replaced radiator and starter switch) and now it seems down on power. Died in the field but restarted - seems like its not getting enough gas. I am going to re-build the carb tomorrow. Also noticed mild back firing after shutting down - could the valves also need adjusting? Lastly, is there an easy way to check if the governor is operating correctly? Thanks in advance for the anticipated advice.

I would check the valve clearance. Should be set at .014" hot. Check for any blockage in the gas tank such as rust or dirt. If that carburetor has a main jet adjusting screw, it should be opened a turn ccw. Hal
