Ran my 47 m on dyno, and could not get 540 pto. Guy running the dyno said it was to low. I imagine its a governor problem. i took the governor cover off , not running throtle closed, the spring is loose.Is there some adjutsment, or is it the wrong spring? Thanks for all the help...

I would replace the spring on the governor first, may not be holding the throttle open. Other possibilities, or maybe a combination, the throttle linkage may need to be adjusted or the stop bolt in the governor is set too far out not allowing the governor to open.

The spring is supposed to be loose at closed throttle - you can feel it pull back as you pull on the lever.

Could be out of adjustment and / or an weak spring.
