After completing all the things that has been mentioned, I would clean and gap the points and install a new set of plugs. If the points are pitted I would replace them and the condenser. Hal

I would also take the carburetor off and take a look inside to make sure its pretty clean. If its looks dirty then give it a good cleaning. If not at least take the float bowl drain plug out so new fuel can get into the carb.

I just did an H that had set 10 yrs if it turns over you have little problems if not then soak the cylinders like old said. I had to break it loose by prying on the flywheel with a bar then un stick the valves because they would stick open
if you get past that you are golden.

The reason I fill cylinders on stuck and unstuck engines that have sat that long it so the rings aren't dry and also to remove/coat the cylinders since they will have some rust on them no mater what. Your a lot less likely to have problems with and engine if that is done then if you don't do that. Every tractor I get that has sat I will do that just to make sure it gets the upper cylinders lubed before I ever start it.

If it where me I'd fill all the cylinders with tranny fluid before I even tried to turn it over, let it sit a day or 2 then and only then would I try to turn it over. The tranny fluid will help loosen the rings if they are stuck and also keep if from haveing a dry start up. I'd also change the engine oil before trying to do a start up because there will probably be water in the oil.
