We had a 584 which was the next generation newer of tractors. the bleeder valve for the brakes was just about 1 inch or so above where the rear axel housing bolts to the rearend housing. it looks like a bleeder on a car or truck. its not very handy to get to, and it might be covered with dirt and you might not be able to see it. but with the tractor running crack it open and bleed it like you would bleed a car. open the bleeder then press the pedel down and then close before releasing the pedel. repeat untill all air is out. hope this is of some help to you.

The bleeders are usually on the wheel cylinder for
drum brakes and on the brake calipher with disc
brakes. Sounds like you have air in the system.
Could be low on fluid too or both. Hal
