424 losing rpm

I have an international 424 diesel which has been running great until a week ago. While using the mower for maybe 30 minutes in the afternoon, the tractor started losing rpm. The load was not a problem for it. I had already mowed for 30 minutes to an hour the morning of the same day with no problems. The fuel filter was changed and tried to mow again with the same results about 20 minutes later. Stopped for the day and tried again the next morning with the same results. It would run fine for abour 20 to 30 minutes and then lose rpm.

Any thoughts would be appreciated.

Its a long shot, but a fuel cap that is not venting will create vacuum in the tank. Open the cap and see if speed returns. Also, I have a tractor that had set up for a while. I blew some thick residue out of the line from the tank to the fuel filter.

I figure its got to be a fuel starving problem. Changing the filter was a good start but there has to be something else.
Does it every stall out completely? If you have sufficient fuel getting through the filter the injector and pump has to be the next target.
