I use Eudora, which never has any problems. When something seems amiss, I know it is with my ISP provider and not my software.

I work for an ISP. Outlook is known for corrupting profiles. If your ISP isn't having issues. You can try reentering the SMTP server name. Next I would try deleting the profile in Outlook and setting up a completely new one. Write down your current settings: SMTP server, POP3 server. ect. Delete the old profile by going to Tools->Accounts-> be on the mail tab, highlight and remove the profile. Then click add-> mail and run through the setup to make the new profile. This doesn't delete any mailboxes so no mail will be lost it just resets the profile with all the server info. If it still won't send it maybe a corrupted outbox.

Give your service provider a call. Ours was out a couple of months ago and they worked all weekend getting their hardware fixed. I think you will find the problem there - take a day off and enjoy a cool and sunny day outside.
