I cannot get enough power out of the Cub to use the plow. I wa thinking that the governor could be set to get a little more power. Am I on the right track????

You need to find out why you have a lack of power before you go changing things to cover up a problem. A tune-up and compression check would be a good place to start. On the other hand, if the governor is not working, it is usually due to sloppy or binding linkage, or dirty governor weights. Check those out. Cranking up the top end rpm's to gain a little more power just creates more problems.
