If that tractor has a fuel pump I would bet that Kev is right. We used to check cars for defective fuel pumps by covering the carburetor
with our hand. They would run as long as you kept the carburetor covered. Hal

There is no fuel pump, it is gravity feed.

If its a 544 gas utility it should have a fuel pump, and a solinoid shut off.

Have you loosen the fuel line at the carburetor
to see if you have a good flow or just a drip.
If you have good flow there, your float level may not be set high enough or may be rubbing the carburetor wall that won't allow enough fuel into the carb.

If you have a main needle valve on the carburetor
I would open it a turn too. Hal

yes, there is plenty of gas to the carburator, we checked the float level at 9/32, but haven't checked the float rubbing the side. Thanks for the suggestion.

sounds like you installed the needle valve upside down! ha ha. Same symptoms on my farmall M when I rebuilt the carb. Only ran when I teased the hell out of the choke. Unbolted the carb and duh! sure enough I installed upside down. Easy enough fix :)
