I just rebuilt my dad's old Farmall 100. Got it back together and found that water was leaking around the sleeves. Thinking we damaged the o-rings during rebuild (sleeves popped out on us a few times) we tore it back down and put new o-rings back in. Put water in the jacket after installing sleeves and they still leak. What could be the problem?

I agree with Mike and Dale comments. If you have the right sleeves and seals you need to clean that area in the block where the seals are installed and the recessed area at the top of block where your sleeves fit. Very important!

Use that dish detergent on the bottom edge of the sleeves and put some on the seal then install your sleeves. They should slide in by hand.
Cover the seals with water and let sit overnight
and check for leaks.

After you install a piston make a little holddown bracket to keep the sleeve from popping out when rotating the engine and attaching connecting rods. Put one on each sleeve until you are ready to install the head. They do not need to be fancy. Hal

Make sure you have the right sleeve and piston set for the 100, if you have a sleeve for the Farmall A, B, C, super a, the sleeve is smaller where the o-ring is. Late super C, 100 and 200 Farmall's have a larger sleeve.

This is correct. Pull a sleeve back out and measure OD about an inch up from the bottom at where the O-ring seals. Your old one should be about 3-7/16", make sure the new ones aren't 3-5/16" which is the smaller size.

Your problem is still probably the o rings.Check to see if there are rust(if you are reusing the old sleeves)around the sides of the sleeve. Also check to see if the grooves on the block are clean and does not cause bumps on the o-rings.I have had good luck using dish soap on both the o-ring and the sides of the sleeves, seems to slide better. After you put the sleeves in ,fill the block with water and let set for a while(over night if need be) to see if there is a leak. Then you can see where the problem area is and come more near fixing the problem. Also,I use copper coat around the top of the sleeve to seal it.I also use use some type of spacers to hold down the sleeves untill I put the head back on,this will keep the sleeves from popping up.You can put the spacers so that it will hold down two at once by using the head bolts.
