In the roof of the float chamber, there is a brass jet. As far as I can tell, it goes up to the butterfly shaft. The bushing has a cut out in it that when the shaft/bushing is at a certain postion, the 2 holes open up in the carb side of the shaft. What is the purpose of this? The shaft is very, very sloppy & I can"t get the ol" girl to fire off on the crank. The timing is right, good fire, valves O.K., pulls about 3-5" of vacuum on the manifold with choke closed & hand cranking.

That jet and related parts is called a econimizer!
From what I can tell it would raise the fuel level in the bowl with vacuam at partial throttle openings to make the fuel mixture slighly richer. This is probably not your starting problem. These carbs are picky on the float level.
