E12 carb question (main jet parts)

I am in the process of rebuilding an IH E12 carb, from a 1951 Farmall M. Disassembly of the mainjet has raised a few questions. Here's a diagram from the service manual:

third party image

First, I assume #26 is a bushing of some sort? I see nothing like this when I remove #24 and #25. Second, how does one remove the mainjet (#27) itself? It doesn't seem to be slotted.

One problem we had with this carb was that it would run even with the main jet screw completely closed. Could this be because we're missing #26?

Thanks in advance,

BillOH

26 is a packing material.I have never had to repalce that that I can recall.I have also never removed the main jet(27).It will run with it closed all the way,but wont have any power under load.I open them about 3 1/2 turn from closed and let it go at that.

John, is the packing material necessary? What could I substitute? I assume it's made of felt, like the choke packing...

Its like a graphite type stuff.IF gas wasnt seeping out from around there I wouldnt worry about it.You may need to tighten the nut down just a tad more, but like I say,if it wasnt leaking, dont worry about it.
