Is there a easy process to put on a new fan belt? I purchased one, and don't know much about these tractors.

Part of the key to getting that split hub to move is to get the threads clean. There is a setscrew on one side of it, and a hex nut around the screw to lock it. Loosen the nut, then take the screw completely out. Squirt some good penetrating oil in that hole and wait for at least a few minutes. That hub may not have been moved for many years.
Use a small wire brush, or even an old toothbrush to clean the threads on the hub, then start moving it if you can. It will likely move easier first in the direction to tighten it. Rock it back and forth until it comes loose. There is likely a LOT of dirt in those threads inside the hub.
If you are a careful and patient sort, use a long punch and a hammer to tap on the boss that is on the opposite side of the hub from where the screw came out. I said TAP. Resist the urge to clobber that thing, or it will crack.
When you get it clean and moving free, put a light coat of grease on the threads to make the next belt easier to change in another couple of decades.

They can be put on by working them over the fan. The pulley that drives the fan is in two parts. If you can loosen the set screw on the front half, the front half will screw outward toward the radiator. This loosens the belt. When you get the new one in place, screw the front half of the pulley inward until the belt is tight.

But don't overtighten it. They will turn the fan pretty loose. Too tight wears on the water pump. Just enough to keep from slipping is right.

Everthing said before is true. However, I changed a belt on an M this winter that had never been moved. Tried everything. It would not yield. Had to remove from tractor to put in vise / reheat, two guys pounding and holding. It fought all the way off. Quick wire brush / never seize / and it spins on and off by hand. If I hadn't had to remove the steering shaft and WFE plate to get the radiator out it might not have been such a frustrating job. My nickel Dick Davis
