454 hard steering

Ever since I had a trans lock up last summer my 454 gas has been hard steering at low rpm's. I since changed the hytran, filters, etc. Had it to the IH dealer and they couldn't find anything.. At higher RPM's it does ok, still not as smooth as before though

1 have you jacked up front end and rechecked
2 have you checked steering pressure
3 is the priority flow divider sticking
4 have you check the 2 orifaces in the priority flow divider
5 a small cut with a hacksaw on the PFD plug can also help

I've checked the front, and it's ok. Haven't checked the ps pressure Or the pfd...not even sure where it is (gonna have to get my manual out). I've only put about 20 hours on the tractor (got it last summer)
