F-20 carburetor economizer

The economizer valve in my 1937 F-20 Zenith Carburetor is frozen (like really stuck)in the carb body. I am afraid I might really bust something if I keep trying to get it loose. With the taper pin removed the throttle moves fine. Can someone tell me what that part does?, and could the carburetor be adjusted so the tractor would run OK without it moving? (It is stuck in the idle position). Could I get another part if I drill it out? Thanks for any advice, I need all I can get.

As far as I could tell the econimizer valve controls the amount of vacuam allowed into the fuel float chamber. That would effect the fuel level inside the float chamber. At partial throttle settings the fuel should be enrichened slightly due to the higher fuel level. There are alot of parts carburators around so I would try to keep this feature working!
