I am rebuilding an H engine and would like your opinions on replacing the expansion plugs. They look to be in good shape but after 50 years I am not sure what the inside looks like. Is it command to replace them? Would it be better to stay with the flat disc or the cups? Use steel, brass or stainless? If you can get stainless in the sizes needed.

Replace them. Have the block cooked out by the local machine shop to make sure all the “gunk” is out.

I would replace them. I'ver never used stainless or brass expansion plugs, but I would if they're available. I 've replace plugs using the steel
replacements and if you lose the rust inhibitor
in your antifreeze they will rust or eat through
in a short time. I've used some made from neoprene that expand using a wrench. Ideal when you can not reach them with a hammer. Hal

If Case-IH has them, get those, otherwise I have no opinion. I would replace them. None were leaking on my 460U, until I pressure washed it, that's all it took to start a leak, you are correct you can't see the other side.

I have found that NAPA can get the plugs in just about any size you want. I don't know if stainless is better than brass, etc., but wouldn't it be a nuisance to put that engine together, get it running, and then have to tear it down because an expansion is leaking?
