Why doesn't the engine respond when I pull the throttle lever ?? If I shut off engine, openn throttle, and then start it engine will run fast speed. Then I can idle it down but when I open the throttle again, nothing happens.

Sounds like a broken or missing governor spring my friend.

Take the flat plate off of the governor and the spring is right there between two levers if it is not broken. notice the set of the levers (in the governor) and make sure they move when you move the throttle lever. just to check the linkage.

Have you had the carb off? If so the first thing to check is to make sure the rod and the notched tip that are inside the tube that goes from the carb to the governor are properly attached-- the rod fits in the notch, easy to mess up when you reinstall a carb. In severe cases these parts could be worn or loose. Check the rod and linkage between the throttle lever and the governor. If all is ok, you may have a broken spring in the governor, or perhaps some adjustment is needed.

Have not had carb off. Today is the first time it did it. I had noticed before it didn't seem to rev all the way up. What kind of adjustments needed or where is spring ???

A few years back I had a problem similar with my M. I took the plate off the gov. and found a broken piece off a little cam on a small shaft that was in the tube coming off the gov. tward the carb.

The spring is inside the governor which is at the left front of the engine -- take out the cover bolts and look inside. I have not personally adjusted one, yet. The spring is obvious and near the bottom of the governor housing. There are 2 adjusting bolts, the top one adjusts high idle, the bottom low idle. I would still check the carb connections to the governor.
