Seal Replacement on 400D

You folks have been GREAT in advice on my questions. So far, I have replaced the TA, bunch of seals and bearings in the mid part of the tractor, main clutch, working on rear engine seal, and NOW want to replace some seals on the back part. Those are:

1. Brake pedal seal where it goes into the housing.

2. PTO brake band operating lever seal into the housing.

Do you have to drive these out from inside the housing or can all work be done from the outside? If from the outside, what is the best way to get them out?

I haven't worked on the pto, but you can replace the brake seals from the outside.
