Alum tube to carb from governer,( First M) HELP

Just bought a M home today to show my 14 John Deeres, The engine will run real fast, if I troddle up or down their is no change in the engine speed. Their is a shaft in the alum tube that come from the carb to the governor housing, Is their a special way or position that this shaft has to be. thanks Ben

the tip on the shaft is supposed to fit in the slot in the throttle plate. I would guess it might not be.
