Is 15-30 oil 15 weight or 30 weight ?

The theory I heard was that it's 15 weight oil with polymers added to make the oil act like 30 weight when heated since 15 weight would be too thin. And one of the reasons that oil has to be changed at regular intervals is because these polymer strings breakdown under heat and the oil would eventually thin out too much.

The theory is that it acts like 15-weight in the cold, and 30-weight in a hot engine.
