On the average in the midwest How do the values of equally nicely restored Stage II Super H"s and Super M"s compare?

Anywhere from 4,000-18,000 depends on how many are bidding and how bad do they want it. You cant realy put your finger on valu until there is a sale and even then the price will vary. Just because one goes either high or low does not mean a trend.

This is only a guess, but the SH may bring slightly more simply because the SMTA is more popular to collectors than the Stage 2 SM. There was no SHTA, so the Stage 2 Super H will probably bring more than the equivalent SM. In other words, the "state of the art" H in that time frame was the Stage 2 SH, the "state of the art" M was the SMTA, which is worth far more than the SH. This is only from a collector point of view and has nothing to do with the size or power of the tractor. Only my opinion.

Your "Opinion" is correct, The guy in Successful Farming that tracks equipment prices had an article a month or two ago about "Antique Tractor Prices" Everybody wants an SM-TA, then a Stage II SH, and then the Super M, M, then H follow behind in value. Far as the price of a fully restored tractor I guess it all depends on too many things to mention.
