I have been trying to get an H to run smooth. It idles but with throttle wants to load up.The side of carb shows 8212 DB. Its a 1940. It will also drip fuel around the carb. Is this a float level problem? The ignition probably needs tuned but it is firing on all. What is the point and plug gaps? The tractor run smoother when dist. is advanced but still loads up. Can anyone fill my empty farmall knowledge?

It's a good idea to remove the carb, soak it in carb cleaner (the stuff made for carbs, not parts cleaner) and put a kit in it. The kit should have instructions with it. If it has a mag (likely) point gap is 0.013, distributer points are gapped at 0.020, spark plugs at 0.023-0.025. You need a manual -- you can get manuals from your Case IH dealer or Binder Books. The latter is digitally copied and much high quality than the other copiers.

Sounds like either an out of adjustment float or a defective needle valve and seat, probably both.
