transmission brake adjustment

I am having a heck of a time getting the transmisson brake to work on our 3588. I replaced the arm with a new pad, but still haven't had much luck at getting it to stop the tranny even at an idle (780 rpm). So i adjusted it this way: I left the clutch up and adjusted the linkage until it just raised the arm a little from the bottom (maybe 1/8 of an inch or something). This okay?

take pin out. push clutch down.move brake lever rearward as far as possible.adjust clevis so pin goes in. take pin out loosen1\2 turn put pin back in tighten.

I have tried that Don, but it doesn't seem to work worth a dang, not even at a low idle. Will it burn anything up adjusting it like i did?
