Carlton, to adjust the idle, you have to have the idle rpm set screw adjusted low enough to activate the idle circuit. The idle circuit is based off of throttle postion on the throttle shaft. At a certain throttle position, there is a machine slot in the throttle shaft, which then allows air to pass through the idle passages. there is several casting holes that have access to this air passage. Most of them are found when you remove the venturi from the throttle body, and you will see a few holes in there. I hope this helps explain the circuit a bit,, It does sound like the spring has lost its pull in the governor, check that out first,, ChadS

More than likely you have a gov. spring getting weak, one other thing could be an air leak between carb and manifold.

Probably needs a new spring in the governor. Your local Case-IH dealer should have it.

Sounds like it might also involve governor adjustment. The service manual has some directions on this.

Turn the screw that is on the front of the carb. at the end of the governor shaft.
