Mccormick 353 rear hydraulic lift problem

We think this might be about a 70 something tractor.
The PTO was being worked on and we drained the hydraulic oil. Completed the work and put the hydraulic oil back.
Now the lift arms are real sluggish. Do not want to go up or down.
They moved a very little bit with someone standing on the boxblade but not enough to be significant.
Do not understand this. Prior to PTO work the lift was working.
After PTO work Lift arms won't work. For some reason the cover to the shift lever was removed..we are not sure why.
rock crusher spring is broken/missing. It has been missing and the lift arms were working without it.
There is a stainless rod that "pops out" near the rock crusher spring when you attempt to operate the lift arms. It will not retract on it's own you have to push it back in. When you push the rod back the draft control lever slams to the foot rest. Any suggestions???
