Farmall 400 rescue it or part it out?

My neighbor has a sad looking Farmall 400 in his grove- it's kind of an odd ball, no live hydraulics, no TA, no live pto, and no belt pulley. It's a got a nice IH wide front(missing 1 hub and rim), and the sheet metal is good.. Looks like someone may have had it setup for pulling. Anyway, it's missing the rear wheels and rims, and the axles have been torched down...
Block is probably cracked too..

I'm not sure what to offer him, what do you guys think...it looks like scrap price to me.

I would get it just for the wide front. That is a hot commodity, and I know of many around my neck of the woods going for 600 bucks. My uncle bought an M for somewhere around 1200 bucks, sold the wide front for 600 because he is going to put it under a picker anyway, and in the end he is going to have peanuts in a restored tractor for the purpose of hauling the picker. Get the tractor, if you deem it not worth restoring after you start working on it, start scraping parts. You can at least make a profit. I would offer him 300 bucks or less, and argue the point that it is a stripped down 400, no Live Hyds, TA, or anything, but you would like to see if you could restore it anyway. I know where there is a tractor restored exactly like you're talking about. It was ordered from IH simply for pulling, no live hydraulics, not even a PTO, no pulley, no TA. It was totally stripped of anything. And honestly, it is a pretty darn cool tractor.

You know that front end is the hard to come by IH with the tie rods to the back. A hub can be found cheap.

Whatever the current price per pound for scrap iron is. Sounds like the only salvageable items might be the sheet metal.
