ihc 400 prestolite distributor timing

i took off my prestolite distributor to get pts, condesor, rotor & cap. i am not sure how to time it correctly. i set no 1 (front towards rad)at tdc (first mark). the distributor rotation is clockwise as viewed facing it. dwell set at .020 ". cover below rotor shows "interlock".
there is one notch in cap. is this where no 1 wire goes. firing order is 1-3-4-2. i put a plug wire lite check and it shows spark. what am i doing wrong.

Number one wire has to go wherever the rotor is pointing when it is time to fire that cylinder. Also remember that there are 2 TDC for each cylinder. firing on exaust stroke will not make it run. It has to fire at the top of the compression stroke
