It looks like the critical thing is to get the lever straight. There is a heel on the short side of the lever that rides on the bottom of the cap. Ideally, the ratchet tooth and the heel are the only two points that touch the cap. After 60 years or so, the lever bends so the bushing in the middle touches the cap. Consequently, the ratchet slips. A permentent fix might be to weld a gusset across the major bends in the lever.

When I straightened the lever, the bend between the pivot and the throttle rod broke. It was crystalized and looked like broken cast iron. The pivot pin on the cap was also bent, i.e. not perpendicular to the rim of the cap.

It worked great all day digging potatoes at part throttle.

I have mine apart. We had to build up with weld the part of the lever that goes in the saw tooth.

That's the first thing that I tried too. But then it would slip and wore a notch in the tooth again. If it works for you, that's great. If it gives you trouble, maybe have a look at the shape of the lever.

We didn't get it back on the H yet. Mine was origional ( it never slipped before), just where it goes in the saw teeth, it was worn so we just figured to build it back up to origional. I will check the shape of the lever. I got a new spring from IH. Also had to build up the throttle rod where the 2 springs are. I have the Rocket governor and it wore a few throttle linkage things out.
