Hurricane Ivan cleanup with Cub

We recently bought a Cub to use around the property here in the panhandle and have begun to use it quite a bit for light chores such as dragging small limbs out to the road and also pulling the log-splitter around the property as needed. Also trying to teach my 12-year old son how to operate the machine too. I've noticed that this Cub has a sluggish throttle response as if something is wrong with the governor. Is there a field test I can do to determine what the problem is? We also have a 1960 Cub that runs like a clock so I have a good comparison machine to use for reference. On another issue, the same Cub we are using also has a vibration (or a slight "rumble" felt in the seat) while runnning. I was thinking maybe the long input shaft might be out of true or maybe something with the crank or fan pulley? Last question--the brake pedals don't have any spring action. I assume we'll have to go into the final drive housings to fix that one? Would appreciate any advice or suggestions. We do have a manual for the Cubs and I plan to go through it after church today.

Thanks John for the good suggestions--we'll check out the different parts today and see what's up.

So far no rain since Ivan hit--the leaves on the ground sound like potato chips when they're stepped on. We need to clear this debris before someone sets a fire around here.
