I'm assuming that the governor pinion was removed? This is the part with the helical gear and flyweights on it. If so you need to first find top dead center on number one piston as previuosly stated for timing the magneto and then match the two timing marks on the cam gear teeth with the single timing mark on the pinion gear tooth. Then install the magneto. If you can't find the two marked teeth on the cam gear you are probably not at TDC on #1

If the tractor was moved while in neutral, the timing won"t change.

The govenor has nothing to do with timing just put it back on and go.

The gov gear drives the mag or distributor so it must be meshed in time with the cam gear. It has nothing to do with valve timing but much to do with ignition timing.

Don, Remove your access cover for your flywheel behind the oilpan. Find your timing mark on the OD of the flywheel, its a very fine line and may take awhile! When you find it mark it with a white marker. Remove your sparkplugs and have someone slowly crank the motor while you have your finger over the #1 cylinder. When you feel your finger being pushed away by the compression stroke, come up slowly on your timing mark on the flywheel until it lines up with the cast marker on the access cover. At that point install your mag so that rotor lines up with the #1 plug wire.
