Don, Here is the adjustment, try checking the adjustment of the linkage from the governor rockshaft to the carb. With the engine off but the speed lever set for wide open, pull the pin at the front end of the rod to remove the clevis from the rockshaft. Loosen the jam nut against the clevis. Hold both the rod and the rockshaft as far toward the rear of the tractor as they will go and thread the clevis so that the pin slides right back into the gov rockshaft. That's about the only place outside the governor that would have that kind of slop. If you do wind up having to open the governor, the water pump won't interfere any. Like one of the others suggested, you may have to move/remove the fan. (I've never opened one up ON the tractor, always had at least the front end off or the engine on a stand). Five bolts of four diffferent lengths hold it on.

Hi Don, Im not sure if I understand you correctly. The govenor was designed to maintain a certain engine RPM regardless of what load was put on the tractor. With that said, if you had your throttle set to run the tractor at 1000 RPM and you drove the tractor up a steep incline, the govenor should come close to maintaining that RPM up the hill. Do you have the manual for the tractor, and have you adjusted your govenor with the carb? The inside of the govenor is pretty simple, as the weights in the govenor pivot outward they inturn push your thrust washers out which in turn moves your carb linkage. You can find the adjustment in the archives if you dont have the manual.
