oil pan holes

I'm replacing my oil pan gasket, and I was down underneath my tractor cleaning the bottom of the motor. when I noticed two 1/2 inch holes I thought were plugged with goo, but when I stuck a screwdriver through these holes and found out they were full of some kinda cork material. They are inside the oil pan seal just wondering if I need to refill these hole before putting my oil pan back. Any info would help

IH put cork in all those unused holes to protect the threads.

My old tractors still have some of 'em too.

I filled those holes with silicone sealer. The kind that I use on the gaskets. Don't know if the is the "correct" thing to do but it worked ok for me.
