Roosamaster Pump question

I have a Farmall 350 with a Continental diesel that uses the Roosamaster injection pump. It has good fuel flow all the way to the transfer pump on top of the injector pump but no fuel thru the steel lines to the injectors. The position of the shutoff on the lower front is in the proper position and the throttle setting looks good. I have the factory shop manuals on the pump and engine but they aren't helping. Any ideas what might be the problem?

Tom, is this a tractor you have just started to mess with or did it just die on you ? The worst senario is that the pump may be seized up. Or it may have a little rust in it here
and there. The pumping plungers may be stuck in
there bores or the metering valve may be stuck in
it's bore. These would all cause the pump not to
work. These are all hard to check out unless you
have messed with the pumps before. Don't be tempted to just tap on the side or the pump. this means that the metering valve has
something causing it to stick and that means that there is contamination in the pump.
