H Valve Adjustment

I have an Farmall H that I had to change out one rocker arm that was worn.My question is what would be a safe {cold} setting for all the valves to get it started.Than after it warms up set them again at 17.And also what should I tourqe the rocker shaft bolts at. Thanks for any help you can give.

I always set them at .020 cold or hot never had a bad one.
