i cant tell which one is leaking, is it normal, or what seals might need to be replaced. its a 1951 super C that has sat for about 20 years

At a minimum you need a new brake seal, the axle housings are probably also leaking. You did not show any hydraulics, so I can't tell. I assume you don't own the tractor so you can't clean it up and look. If it has been sitting 20 years it needs every seal and gasket anyway, or will when you get it running and moving around.
