Farmal Cub Timing Marks

I have one of the old red Farmal Cub lowboy tractors with the flathead engine. There are two notches on the flywheel for timing, maybe 15 degrees apart or so. Is one the top dead center and the other full advance?

The second mark is TDC. The first mark is 16 degrees BTDC.

Thanks Bigdog. My wife uses the Cub for mowing in the orchard areas of our farm. And the starting got real hard. Sometimes it would start and sometimes it wouldn't. So I decided it was time to adjust the valves and give it a tune up. I cleaned up the plugs and filed and adjusted the points but it still wouldn't start. So I replaced the points, condensor, cap and rotor. It started, but when I went to time it, I didn't know if it was supposed to be on the "advance" timing mark at full speed.
