Elmer, Most C's did have fenders when purchased, however given the fact that for its time that it was one of the most used tractors for cultivating and other such duties, the fenders would be removed to accomodate such equipment in addition to chains. For whatever reason, it seems that it was far more convenient and easier for some people to remove the fenders and leave them off than it was to reinstall them when the interferring attachments or chains were removed. This also happened a lot with the H's and M's. My Dad had a rule that the fenders were put there for a reason, and they better find their way back on the tractor when the cultivators, loaders, chains and such were removed. If you don't have fenders, they are an available item both in reproduction, or originals from many sources. If you cant find or dont want to pay the price for a set of originals, the reproduction fenders are made with the same gauge steel, are nicely done and look like the originals when painted.

The fenders for C, SC, H, SH, M, SM. SMTA, were all options and most were purchased without fenders.
