On my SMTA I have trouble getting throttle response at all positions. Sometimes it works fine through the whole range, other times it stays at mid range and jumps to full throttle when I move the handle but it does not progress smoothly through the range. Throttle linkage seems to be loose enough and governor seems ok. I am thinking it may be the tube and rod between governor and carb. I can losten the bolts and wiggle it around and it works ok, but then I have problems again later. Can a person put a busing in the tube or is it better to just get a new one from IH or is it availale?

I suppose the parts could be worn. But, inside the tube, the shaft from the governor fits into a v-shaped end on the shaft from the carburetor. If someone took the carburetor off and did not get these two shafts aligned correctly, it may cause the problems you describe. You may be able to loosen both the carb and the tube and see inside if the shafts are aligned properly -- don't pull things apart too far, or you won't know.
