C front wheel bearings

Hello all, I have a question about the front wheel bearings that I am in the process of replacing on my 50 C. I put the one side on so far and I was wondering if they should tighten up all the way against what is referred to as the "wear plate". It is a big metal washer looking thing with an inner lip and an outer lip that goes only about two thirds of the way around the outside edge of it.
Whem I removed the old bearings This ring seemed tight against the inner bearing as does the other on right now or is it supposed to remian loose. Was it only tight because of years of crud that have built up around it.
I am afraid to tighten it up any more for fear of ruining the threads on the spindle.
any help would be appreciated.

I figured it out. I was trying to make the wear ring tight by drawing the whole assembly together with the castle nut. I first had to install the wear ring and the seal by them selves and the then the seal finds it's own place to run inside the dust shield. Had the right parts just needed a day to mull it over. Thank you fellers for your input.

I agree with CNKS. You should not have to pull the dust shield up by tightening the spindle nut. The dust shield presses on before you put on the grease seal. There is also a "wear ring" that goes inside the hub, but as I recall, it only runs against the grease seal and is pressed in the hub before you apply the bearings. The spindle nut is only to tighten the bearings. That is the inner bearing race is pressed against a shoulder on the spindle and the outer race (IH parts calls it a cup) against a shoulder or lip in the hub. You should just tighten the spindle nut until the wheel has some resistance to turning and the then back the nut off to line the hole so you can get the cotter pin in the castle nut.

I hope you have the right parts. Most of that style bearing are tightened by tightening until the wheel is a little hard to turn and then backing off until you can get the cotter key in. If it is so tight that you are actually afraid of ruining the threads, there is something else wrong. The dust deflector you mentioned is supposed to have a felt seal in it, then an oil seal. I don't think the bearing jams up against it as the axle shaft is tapered. Almost souds as if you have the wrong bearing, but I don't know.
