I took the carburetor off the M today. I had taken the bottom part off it before, but I had never taken the whole carburetor off the tractor. I turned the carburetor upside down and right side up again, and I couldn't hear the float moving in it. After I took the carburetor apart, I took the main jet out of it and saw that three of the six holes where gas goes into it were plugged up. I had tried to clean it before by spraying carburetor cleaner through it, but I don't think that could have solved this problem -- I blew air into it with an air compressor, and the air only came out the three holes that weren't blocked, so then I cleaned the other holes out with a piece of wire. After that, I blew air into it with the air compressor again, and then it came out all six holes. Also, the idle speed screw was unscrewed so far that it didn't do anything -- the throttle could close all the way, and it never touched the screw. I bent the float a little and put the carburetor back together, and then I could hear the float moving in it when I turned the carburetor over.
