Can anyone tell me what care is to be used to keep these pulleys in good shape.

Keep the pulley ( and the tractor) in a dry place. Moisture over an extended period will damage the pulley.

If you want it for show, not belt use, get a marine-type varnish. That's what I used on mine(can't remember exact name/brand). It leaves a shiny, dark brown coating that should be waterproof. It will take several coats, as the paper soaks it up.

Originally, when the pulley was actually being used with a belt, the pulley and belt would have been treated with some kind of rosin, or belt dressing. This was done basically to make everything a bit sticky and prevent the belt from slipping, over time, this stuff would build up pretty thick, creating a good protective coating on the pulley, but it looks ugly. I have seen a few of these with a coat of varnish, or maybe polyurethane? They also look very good with just a coat of paint on them. I prefer black myself.

the best thing i have found is pure white shellac. It stiffens the paper and gives a nice sheen.
