The friction springs that control the tension between the governor weights and the governor shaft have worn to the point that the weights now spin easilly on the shaft and are not able to expand at higher RPM's and shut the fuel down.Unfortunatly there is no easy fix.The governor housing has to be removed so that shims can be transfered from one side of the weight assembly to the other to increase spring pressure and restore the breakaway torque that the manufacture has established for that pump. It's not that hard of a job but you will need a service manual.
