we have rebuilt head and carbureator, idles great but has no power when pulling brush hog any suggestions on carb. settings?

If it ran OK before, then probably the carb is not adjusted right. You need to turn the load adjustment screw out to give the engine more fuel. Give it app. 1/2 to 1 turn out untill the engine runs the way you want it to. If you go to far, the engine will burn excess fuel and maybe foul the plugs. The initial setting for the load screw I think is 3 to 3 1/2 turns out.

What pistons does it have? It could be that you just do not have enough tractor. If it has flat tops you have no more than 50 HP probably less.

it had great power before, pulled plow and brush hog with no problem, until we rebuilt head and rebuilt carb.

What was wrong to make you rebuild the head and carb,or did you do that because of the loss of power? I would take a look at the points and make sure they havent closed up.

we rebuilt the head because it needed new valves, springs and keepers,
we already had taken care of putting in new points, condenser, rotor and distributer cap. we replaced the head gasket when we put the rebuilt head on. runs great with no load, but if you pull a load it sounds like the govenor is kicking in and out when it should be taking over, and we already set the govenor screws.

...you should do a compression check. Sounds like head gasket is blown between two cylinders.
