M Throttle lever adjustment

The throttle lever on this M doesn't want to stay fully advances unless its sitting still as there seems to be some pressure pulling it back to low idle. Is that pressure normal? I also noticed when I set the idle speed that it only revs up to around 1200 rpms with the lever at full throttle. Should I adjust the high idle at the governor first and then adjust the throttle lever linkage or do the linkage first? From the service manual, it seems to indicate you should adjust the governor first and then adjust the lever to get full stop to stop movement. Other things I notice about the lever is that there is play at the lever on the outside of the governor and as such, you can move the throttle lever almost an inch before the engine speeds up. With the throttle lever fully advanced, you can manually move the lever at the gov and speed the engine up a couple hundred rpms. Thanks for any info

The play between the governor lever and the throttle is caused by two opposed springs in the linkage at the arm that is up by the valve cover. This allows a little movement of both throttle and governor against the other's position.
As for the RPM limit, I'd check the stop bolt inside the governor first. There is a bolt in the front arm inside the governor that comes against the housing, stopping it from opening farther. This was used to set the WOT.
Very few M's will stay at WOT. Most will back off slightly. Are you using a friction disk or toothed throttle? The friction disk may need changed out or the spring tightened down with a washer. With a weak spring, the tractor would often bounce and jostle the throttle causing it to shut down. Aside for that, I'd also check the governor spring. It could have a stiffer spring that is pulling against the throttle.

I'm using the original toothed throttle control and they are worn so I may replace it. The governor spring does seem to be too stiff because it wants to pull it back down to idle. Do the gov springs come in different spring rates or do you think it was just replaced with any spring that would fit? The wide open throttle bolt was backed out too far so that wasn't the problem. At full throttle at the lever, you can still push the lever down manually at the gov and still not go above about 1,500 rpms. At idle, all I can get is 1,400 rpms with the throttle lever because the tension on the gov spring is too high.
