>just what is it for? It changes the angle of attack of a fast-hitch mounted plow. It will probably do the same for a sickle bar mower. It raises and lowers the front of the hitch. The vertical cylinder at rear of tractor raises and lowers the back of the hitch. Non-fast-hitch Cubs have a similar set up but it is armstrong style.

I use it on a 3 bottom and 4 bottom fast hitch plow. It levels the plow fore and aft. It will adjust depth of furrow.
>Is it for just certain implements, or jobs?
It may be helpful for mounted disc harrows and back blades. Don't know. I believe primary function is for use with land plows.
>Does a 400 operator manual talk about it?
Don't have a F400 operator's manual.

No. Different hitch. It is called a "Traction control" hitch. That hitch can be retrofitted to SMTA and F400. The TC hitch is also used with F460 and F560

F300 and F400 hitches are similar and share most parts. F350 and F450 are similar and share most parts.

Made in '55 and '56. The "traction control" hitch replaced it.
