Hello everyone again. I got my C back together and running last week after rebuilding the motor. The problem I got now is that the starter doesn't work. It is a 6 volt system. I gave the tractor a full tune up as well as rewiring the tractor. Even has a new battery. The starter will only make noises like the battery is dead. I hooked the ground directly to the starter (just to check) and it did the same thing. I had the starter tested and it worked fine, but the store only had a 12 volt tester. I am thinking someone before me swapped the starter out (it isn't original) and may have put in the incorrect starter. Before the rebuild I used a 12 volt battery in the tractor as it was all I had (only ran it about 3 times) and the starter worked. Any suggestions? Thanks in advance.

Put some new 1/0ga cables on and take the plugs out. Then see if it realy turns over fast. Then if you are convinced that it turns over real good replace the plugs and then try. If this is a new engine it is posible it is not in great shape to turn over and you need a rebuild.

Mike - Most likely the starter pinion has jammed into the ring gear - happens requently after the pinion and flywheel ring gear get worn. Try removing the starter mounting bolts, then wiggle the starter. If you hear/feel a noticeable "clunk" as you loosen it up, bolt the starter back up an give it a try. If it now cranks you've found the problem...
