3-pt Hitch Problems on IH 444

My three-point hitch only comes up about half-way. Both the position control and the draft control levers are stuck together, and are very close to the same position. I recently had the hydra' unit off for some differential work, but as far as I know, the mech did not take the bottom plate off. The two levers actually have a little "play" between them (that is, not rusted together), but they track each other for the most part throughout the full range. Any ideas would be appreciated.

Wouldn't you know it, I changed implements and the problem "went away?" I took off the bale lift, which does not have the third point connected, and installed my 7' blade, which does use the third point? Now the life comes up all the way. I still have some pump noise, am I causing a new problem? Any ideas as to what might be wrong?
