H gas tank help!!!!!

We are getting my brothers gas tank painted, We are trying to getit off the tractor but are having some trouble. The 2 bolts up front, do they screw out or stay in? i tried to screw them out but womt budge. if they do screw out then i will put some penetrating fluid on it. The tank is a different colour cause its the second tank theother one had rust inside of it, so we are getting the fenders tank hood and grill painted then the rest of the tractor later. When we put the tank on my brother thinks the bolts screwed in but is not sure. thanks

They are studs with springs and castellated nuts.
